Mitt’s Shadow: The Creepy Director of Operations

So this weekend, I was reading the newspaper. I stumbled across this NYT article about Mitt Romney which gave me the giggles. Until I came to this weird paragraph:

He travels with an entourage that includes two or three “operations” guys who serve as advance men and a security detail. (Between stops in New Hampshire, this reporter found himself trailing the former governor’s S.U.V. on a back road, only to be led to the shoulder and instructed to “veer off” by a man wearing an earpiece who emerged from Mr. Romney’s car. “We ran your license plate,” he told the reporter, and explained that no one was permitted to follow Mr. Romney’s vehicle.)

Well, at first I thought that this was normal because Romney had Secret Service. But then I realized he didn’t and I drilled down a little. Like seemingly everything about Romney, this story gets weirder when you look under the hood.

It turns out that Romney maintained as governor an Office of Operations that was sort of informal secret service for the governor. Here’s a description of his operation from a 2005 Boston Herald article:

Some office staff, who all wear LXX pins, fashion themselves as U.S. Secret Service agents, referring to Romney in their earpieces and audio-equipped wrist pieces as "70" - similar to the way the Secret Service agents identify President Bush as "43" because he is the 43rd president.

Nice. Romney has his own goons. Chief Goon is a guy by the name of Jay Garrity. Jay got his own story in the paper when it turned out that he had a bunch of illegal police equipment … while working for the governor. From a March 2004 Herald article:

A top aide to Gov. Mitt Romney was cited last week for tooling around with illegal police equipment in his private car - from lights and sirens to batons and heavily tinted windows.

Romney’s director of operations, Jay A. Garrity, had parked the car illegally in the North End and police ordered it towed.

Police discovered a set of red-and-blue flashing lights hidden in the grill - equipment for which Garrity has no permit.

Cops also found a siren and public address system, multiple police radios, strobe lights on the wheels, a police baton and a metal plate with a photo of a state police patch that said “official business.'’

Apparently this kid’s a wannabe cop,'’ said one source familiar with the situation.

The Boston Globe from the same day added:

Police found Garrity’s car illegally parked at around 4 a.m. on St. Patrick’s Day in the North End - with the keys in the ignition, the report said. Police said they discovered equipment that is off limits to civilians without a special state permit.

According to the police report, Garrity’s car had red and blue lights mounted in the grill, a siren and PA system, strobe lights, and a baton "with the state seal of Connecticut," the report said.

I always leave keys in the ignition of my souped-up car with illegal police equipment.

Now I don’t even know what to make of this. It sounds like this wannabe cop is a wannabe Secret Service officer. Or maybe he wants to be Howard Hunt, of Nixon Plumber fame. And Romney is perfectly happy to feed this guys weird delusions, perhaps with Romney’s own?

Turns out the dude is still around. He is mentioned in the "Five Brothers" blog:

Here he is with Governor Bill Weld and Senator Jim Talent (and the ever present Jay Garrity in the background–he deserves his own post some day)

Sure as hell sounds like he deserves his own post. So I gave him one. But I bet they have even better stories than the papers…

McCain cranks up in New York

This is interesting:

GOP consultant and former state GOP Executive Director Brendan Quinn, who was involved in the state Republican Party’s efforts to keep U.S. Sen. John McCain, R-Az, off New York’s presidential primary ballot in 2000, confirmed he is now working for McCain and setting up his Empire State campaign for the ‘08 election.

Among McCain’s other New York supporters is former U.S. Sen. Alfonse D’Amato, Quinn said.

This is interesting because New York probably has the most baroque ballot-access laws in the country. Some friends of mine make quite a bit of money off this. At CPAC a New York operative, leaning McCain, told me that he expects that only McCain and Rudy Giuliani will be able to get on the ballot across the state.

The New York showdown will be quite interesting. It could have strong upstate-versus-NYC overtones.

Rudy gets Nussle

I keep hearing that Rudy will have a good Iowa operation. Hiring Jim Nussle is a good start. I bet some people in Iowa have whiplash.

Romney announces: new site and new message

Mitt Romney filed, hired a great lawyer, put up a new website, and set out his new message. I see several themes:

  • Romney is shining up his conservative credentials. Top and center is "America cannot continue to lead the family of nations around the world if we suffer the collapse of the family here at home."
  • He has two different messages. To the business community it is, "he always says what he means and always does what he says." However, when he’s talking to social conservatives, for example in a Human Events interview, he says, "But the great thing is people don’t have to look at what people say, they can look at what they do." I don’t see how to reconcile those on first glance.
  • He doesn’t link to stories in the news. He links to his press releases, but calls them articles. This guy has a strange relationship to the press, as Kung Fu Quip noted.

More thoughts soon. I have to run off to some Congressional Swearing In ceremonies.

McCain and Romney pick up top-tier staff

The Fix reported that John McCain hired Steve Schmidt. Steve was California Governor Arnold Schwarzenegger’s campaign manager in 2006 and part of the message team for Bush-Cheney 2004. In addition to the staff game, Steve will help McCain with California donors who were extremely impressed by the Schwarzenegger campaign.

According to Matt Lewis, Romney hired Gary Marx, in charge of conservative coalitions from the BC’04 team. Marx had written for Human Events that conservatives must not split so that they can defeat McCain:

The question all conservatives must answer is: Who is the alternative who can stop media darling John McCain from becoming the GOP standard bearer? This candidate needs to have national appeal, likeability, and be willing to take Hillary Clinton on in two years. Obviously, the conservative effort would be helped a great deal if Rudy Giuliani or Condi Rice jumped into the race and thus fractured McCain’s base.  Above all, conservatives need to find their contender for President and support them 100% rather than settling on minor or purist candidates who split the conservative base and deliver the nomination to McCain. Thus, we need to decide in the next nine to 12 months if it is Gov. Mitt Romney, Senators George Allen, Bill Frist, Sam Brownback or Rep. Mike Pence who can carry the flag for conservatives in 2008.

He’s decided. He better be on the phone over Christmas because Romney is getting hammered.

Update: Romney also adds Jay Sekulow! Hotline has the details.

Giuliani gets good NH pickup

Word on the street is that Rudy Giuliani has hired Jeff Semprini to run New Hampshire. Jeff’s dad is the outgoing state party chair, Wayne Semprini.

Giuliani hires DuHaime

The Fix has the story. This is a big deal. Good for Rudy. Mike is a great guy. Everyone knows him and loves him. And he’s worked with, literally, everyone. (and you thought all I did was bash Romney) It will be really interesting to see the rest of the of Giuliani’s staff develop and the results of next week’s fundraiser.

Romney has some star hires

John Boehner’s press secretary is going over, according to Roll Call.

Two economists, both previous Chairmen of the Council of Economic Advisors, will also be joining the Romney campaign. Greg Mankiw, whose blog I love, and Glenn Hubbard.

This feels like Andy Card working hard…

McCain hires Zoellick

This is a big deal. Mike Allen has the story:

Former Deputy Secretary of State Robert B. Zoellick is planning to go to work fulltime next year for the presidential campaign of Sen. John McCain, overseeing development of domestic and foreign policy, Republican officials tell TIME.

It is hard to overstate this guy’s importance. He is a Bush guy. Really. This is star of the Bush family (H.W. and W.) signing up for McCain. This is further evidence that the Bush operation is supporting McCain. The point here is not that McCain hired a good guy. It is that McCain is taking the entire GOP establishment. Note that this was announced the same day as the hiring of a bunch of high-quality new media people.

Zoellick’s experience includes (Whitehouse bio, Wiki bio):

  • Deputy Secretary of State. He left this because he didn’t get Treasury. And he didn’t want to stay at State because the responsibility for passing out foreign aid was getting shifted around. He was generally considered the best diplomat in the Bush administration.
  • United States Trade Representative. He put together the Bush trade strategy and was a member of the Cabinet.

Under Bush’s dad he was:

  • White House Deputy Chief of Staff
  • Under Secretary of State for Economic and Agricultural Affairs

And he held several Treasury Department positions under Reagan. He also has experience at Goldman and Fannie Mae (the last makes me sick).

McCain hires New Media people

The other day, ABP was telling us that McCain got the New Media. This was in response to my pointing out that a self-congratulatory Redstate writer thought McCain was going to get rolled by the blogosphere.

Well, and you are probably sick of hearing this, McCain announced some new hires today… Hotlineblog has the details:

Over the past several months, Sen. John McCain (R-AZ) has quietly recruited for his presidential campaign some of the most influential online strategists in the country, including one of the main architects of Howard Dean’s pioneering website.

John Weaver, McCain’s chief political strategist, confirmed today that Nicco Mele, the webmaster of Dean for America, is among those who have committed to help. Mele’s work on Dean’s campaign, which including , led Esquire to name him as one of the country’s “best and brightest.” His firm, EchoDitto, lists more than twenty major Democratic and liberal firms and candidates as clients. Mele did not respond to an e-mail seeking immediate comment.

Also committing, according to Weaver: Mike Connell of New Media Communications. He designed, developed and managed the Bush campaign’s websites in 2000 and 2004.

They also point out:

With the recruitment of Connell, the incipient McCain campaign has pulled off a coup of sorts. It has now attracted top talent from nearly every major division of the Bush-Cheney campaign.
